Russia said on Monday it had successfully tested a Tsirkon (Zircon) hypersonic cruise missile, a weapon President Vladimir Putin has touted as part of a new generation of missile systems without equal in the world.
The defence ministry said in a statement that the missile had been fired from the Admiral Gorshkov, a warship located in the White Sea.
It traveled at around seven times the speed of sound before hitting a ground target on the coastline of the Barents Sea more than 220 miles away, it claimed.

The US "Defense Shield" isn't even designed with a najor power like Russia or China in mind. It's designed to handle a nuclear power with limited capabilities such as North Korea or Iran. Putin appears to be engaging in hyping a threat for domestic consumption. Perhaps he wishes to justify an extravagant military expenditure.

Who does have defense shield designed with a major power like Russia, China and USA? May we know from B.Poster and Jac?

At this time, I doubt anyone does. The US still largely conducts its foreign policy towards major powers based upon MAD. As such, barring a major change I don't see our leaders making any serious attempts to develop such a capability.
I have seen analysis that suggest Russia and China especially Russia may be looking to move beyond MAD so they may have such missile defense capabilities or they are moving towards it. As with any analysis when we don't have full and complete information, the conclusions reached may not always be correct. As stated, at this time I don't think anyone has such capabilities at this time.
