.... Biden is not planning to deliver major public remarks to mark the 20th anniversary; instead, his events on Saturday will include laying wreaths and observing moments of silence alongside his predecessors.
He will appear in a video produced by the White House reflecting on the attacks that is expected to be released on Saturday morning.

This is not right.
On the 20th anniversary of this attack he should make a public statement.
But I suspect that the White House made a decision that he will be booed and heckled at ground zero if he should start to make a speech. An image that I am sure the White House will not want.
