Russia already has such missiles. Except we have a treaty with Russia, but one with China.

Russia is phasing them out as their service life comes due.

China is building new ones.

The US is committed to an internationals space stations, no anti-sat, not militarizing space etc. God forbid that anyone talks of a purely US space station all the loons in the Beltway moving every lever like Ned Price will tell you it is cost prohibitive or wrong. China build one and crickets.

And these idiots think that we are only mad at them because Trump came along?

Fractional orbital bombardment has been around since the early 60s and Milley never once lost sleep about it. Milley is a buffoon and a yes man. His nose is brown and attracts flies.

Did that Milley ever press an American politicians about missile defense, an American space station or anything or was a he a good boy taking notes and saying "yes sir , yes sir, ..."

FOBS with conventional warhead or glide vehicle does not matter much.

Another delivery system inside the decision loop. compared to ICBM lifting off the ground.

A ground invasion starting in Patagonia and marching overland to the US is inside Joe's decision loop, so none of this really matters.
