That review said that U.S. intelligence agencies were divided on the origins of the virus, but that analysts do not believe the virus was developed as a bioweapon, and that most agencies believe the virus was not genetically engineered.

If it was a fully developed bioweapon it would be on warheads and have methods of mass dispersal attached to it. But the gain of function research is a pathway to a fully developed bioweapon, infect arguably more suited to acting as a coldwar/greyzone bio weapon.

I don't doubt there is disagreement, especially there is some credable theory that Covid 19 was created by the National Security Agency and used initially against China and Iran.
