Congress has until December 16 to pass a full-year defense stopgap bill. Failure to do so will result in an interuption in procurement for artillery and other weapon systems for Ukraine.

It seems once you go high enough, you can spend more than your obligated funds without penalty of law.
The US should stop military aid to Ukraine--period. Of course the corrupt money launderers in the Biden Administration dont see it that way at all, so long as 15% of all US aid to Ukraine makes it back into their greedy pockets.
Congress, ie GOP and Dems will approve and so no need to try to " blame" Biden and Dems for what Russia, your boss, does not like.
