The New York Times called it a “mystery,” but the United States executed a covert sea operation that was kept secret—until now The U.S. Navy’s Diving and Salvage Center can be found in a location as obscure as its name—down what was once a country lane in rural Panama City, a now-booming resort city in the southwestern panhandle of Florida, 70 miles south of the Alabama border. The center’s complex is as nondescript as its location—a drab concrete post-World War II structure that has the look of a vocational high school on the west side of Chicago. A coin-operated laundromat and a dance school are across what is now a four-lane road.
The center has been training highly skilled deep-water divers for decades who, once assigned to American military units worldwide, are capable of technical diving to do the good—using C4 explosives to clear harbors and beaches of debris and unexploded ordinance—as well as the bad, like blowing up foreign oil rigs, fouling intake valves for undersea power plants, destroying locks on crucial shipping canals. The Panama City center, which boasts the second largest indoor pool in America, was the perfect place to recruit the best, and most taciturn, graduates of the diving school who successfully did last summer what they had been authorized to do 260 feet under the surface of the Baltic Sea.

As to what is my take.
When Undersecretary of State Nuland was giving testimony to the US Senate two weeks ago, you can tell that she wanted to take credit for Nord Stream's destruction .... US Under-Secretary Of State Victoria Nuland: We Are Gratified That Nord Stream 2 Is A Hunk Of Metal At The Bottom Of The Sea (January 27, 2023).
Needless to say. If the US admits that this attack was done because US President Biden ordered it, this act will be seen by Russia as a declaration of war.

It was probably as much a warning to Germany given their covert meddling in the USA. That's why the German people haven't supported Ukraine

If true, this was extremely stupid of the Biden administration. However, it is important to note that while Seymour Hersh has had many exposes in his career, he is also something of a conspiracy theorist and crank in his later years. Other journalists - just as reputable - have criticized some of Hersh's work in later years.
This is probably something that only historians will figure out many years from now when the archives of many governments become available.

Hersh hasn't been wrong yet. The "recent critics" have to do with Hersh's exposing of the Syrian rat line that the CIA ran in Libya; still a very sensitive subject in swamp think-tank circles, involving not only the Washington fueled jihadist dirty wars, but also the death of a US ambassador and or course Mrs. Clinton herself.
We ALL know that the war criminals in the White House and the Pentagon are to blame for this act of war against Russia and really all of Europe. As far as Europe goes, with friends like that (USA), who needs enemies?
If Hersh says it's true, you can take it to the bank. An old fashioned journalist of the type that is almost extinct. He's the polar opposite of politicians like Adam Schiff. Keep ducking....

lots of details that can be verified in this report which tilts it towards being true. But why are these anonymous spooks mockingbirding this to the population?
My guess is that the western powers that be, know that Ukraine will be done in the next couple of months without NATO boots on the ground. is this a prod to get Russia to act against a USA interest so the powers that be can get the covidians to cry out for a USA and Russia war.
