My guess is they shot the balloon down. they calculated wind drift and decided that it would fall on farmland. Not 100% sure because I though it had already drifted form Montana to Missouri.
The other option was to look weak.

If the Balloon falls on a farmhouse at most 2 to 4 people could be killed. If you look weak millions could die.
Falls on a small tow it might hit 4 to 6 houses.
A) If they know about where it would land they can evacuate the area.

Some people have opined that shooting down the balloons would be a bad idea because they might have nuclear power source. maybe cesium for heat/electricity
If they could have nuclear power, why not an EMP?
