It may have been an attempt on President Putin's life, but in times of war, that is not terrorism.
Re: the "drone attack". Two explanations in my mind - either the Russian air defense systems are so inadequate that they allow a drone to get right over the Kremlin, or it's a false flag.
/It's all very tedious.
So Putin now gets to pull out a new rule book. "This outrage will not stand! I reserve the right to....."
