The Wall Street Journal reported that China and Cuba had struck a multi-billion dollar secret agreement to establish a spy facility on the island
The White House pushed back on a report that the Chinese government cut a deal with Cuba to set up a spy base on the island that would target U.S. military bases and communications.
“I’ve seen that press report. It’s not accurate,” White House National Security Council spokesman John Kirby said in an interview on MSNBC, without specifying if the report was false in its entirety.

I can see Kirby's viewpoint. Why stay in a difficult community with a lot of competition like surface warfare community, where things could go very poorly like ship's collision when you can more easily attain higher rank, more pay and status as a public affairs officer?
But, seriously Kirby is willing to eat shit and regurgitate it for our consumption.
The only reason the White House would say China is not building a spy base in Cuba is because they are weak or lack will.
Or perhaps the media (that lies about everything and invents narratives to fit the will of their owners) made up another scare story to make you cling to the elite's pantlegs and thank them for their protection from the evil chinese.
If Tony Shaffer says there is a spy bases being built there, then there is.
