The pictures posted on the Chinese company’s website show a tall, Caucasian man with a crew cut and flattened nose inspecting body armor at its factory.
“This spring, one of our customers came to our company to confirm the style and quantity of bulletproof vests, and carefully tested the quality of our vests,” Shanghai H Win, a manufacturer of military-grade protective gear, proudly reported on its website in March. The customer “immediately directly confirmed the order quantity of bulletproof vests and subsequent purchase intention.”
The identity of the smiling customer isn’t clear, but there’s a fair chance he was Russian: According to customs records obtained by POLITICO, Russian buyers have declared orders for hundreds of thousands of bulletproof vests and helmets made by Shanghai H Win — the items listed in the documents match those in the company’s online catalog.

There is no rule that says China can not send materials to Russia for its war on Ukraine. The US might like it but can not fully stop it, in the same way, Russia can not stop US aid to Ukraine. The snippy remark by 4:39 is then just plain silly.
NATO talks about the Israeli security guarantee model for Ukraine. China seems to have used Israel's model of support for Ukraine (non-lethal and police/gendarme) in designing its model of support for Russia. We've seen Chinese body armor, rifles, and wheeled personnel carriers. I wonder if we'll see millimeter wavelength radar "for protecting your local small airport from drones" being added to ZSU-23-2 teams.

That's what makes messing with 2 world superpowers, funny America and Africa are already wanting to take a break from the US and Europe, because the situation they are putting these countries in is as if they were beggars, the tendency is to create blocks and immediate separation
It's doubtful that they would need to be manufacturing vests when they can rely on China to supply them easily and cheaply.
