NBC News: Biden tells Zelenskyy that U.S. will send Ukraine ATACMS long-range missiles
Some in Washington had resisted supplying the weapons system, known as “attack-ems,” out of fear that it would widen the war with Russia.
President Joe Biden has told his Ukrainian counterpart, Volodymyr Zelenskyy, that the United States will provide a small number of long-range missiles to aid the war with Russia, three U.S. officials and a congressional official familiar with the discussions told NBC News on Friday.
The officials, who were not authorized to speak publicly, did not say when the missiles would be delivered or when a public announcement would be made.
For months, Ukraine has asked for the Army Tactical Missile System, known as ATACMS, which would give Kyiv the ability to strike targets from as far away as about 180 miles, hitting supply lines, railways, and command and control locations behind the Russian front lines.

These ATACMs are not bridge killers. So it is obvious.
They will make one helluva a difference.
DOUBLE TAP: Ukraine's military intelligence chief Kyrylo Budanov told Voice of America that nine senior RU officers were killed and 16 were injured in UKR’s 22 SEP strike on Black Sea Fleet HQ in Sevastopol.
Confirmed wounded were Colonel-General Olexandr Romanchuk, commander of RU forces in Zaporizhzhia, as well an his Chief of Staff, Lt General Oleg Tsekov, who also the commander of the 200th Separate Guards Motor Rifle Brig.
UKR General Budanov did not confirm emerging reports that Admiral Viktor Sokolov, the commander of the Russia’s Black Sea Fleet, was killed in the strike.
Hitting the HQ with the ATCMS would be waste IMHO. there are better targets.
Planning and orders might be a bit more fragmented for the next week. Some lucky lieutenant or major will leave the trenches and fleet up to Naval HQ. They won't die in the trenches ...

So the ATACMS transfer was initially planned to be completed covertly, so that it could be announced through the simultaneous destruction of multiple Russian high value targets.

ATACMs could have done about the same thing as the storm shadows.
There were bunkers under the building and it is thought the Soviets expanded them after 2014.
So why was any staff above ground? Is bunker space still limited?
Would an ATACMs have cracked the bunkers, if it had been used?
How much are Naval Ops disrupted and for how long? Can operations continue at the pace before by utilizing the bunkers?

ATACMS can carry cluster war heads, this l think is their main advantage , to create more damage over a wider area and the ability to shoot and scoot rather than vunerabke SU24 .
The storm shadows with their tandem warheads ate designed to bunker bust , as demonstrated by the sub, and buildings looking relatively unscathed externally while the interior is totally trashed.

It all has to do with economies of scale and time lines....The longer this lasts, the more men ( a resource) and equipment you lose two things happen. Equipment and especially manpower is a finite resource. . The more men you lose, the weaker your manpower pool becomes.
The tyranny of death is that it is a zero sum game. You only have so much men and material to burn up.

a. the Ukrainians can go on like this forever.
b. western weapons are so superior that Ukrainian victory is absolutely assured.
c. the russians are so incompetent that they surely will be beaten.

No experience, on either side, in this war: have proven these four assumptions to be true.

So how will victory occur?
