Why it matters: After several years of spiraling bilateral relations and deepening distrust, the shift in views could help support a thaw as both U.S. and Chinese leaders work to improve dialogue and stabilize relations.

For one the scale is shit.
For another the variance is quite large. is that typical for such issues. How much does state media (Chinese or in America he alphabet networks) play in the polls? This is monthly or quarterly? Reminds me of the LHC and Shcroedingers. Do they know what they are measuring.
Why castigate? First they might look at central tendency. Second or sometimes first they look at variance.
The variance are so variable they look like shifts. If they are shifts there is some outside or other than normal activity, an event or more than the normal propaganda (a propaganda offensive).
