Security services raise official threat level from moderate to substantial meaning an attack is a strong possibility

The official threat level of attacks in Britain from Irish republican dissidents has been raised by the security services from moderate to substantial, the home secretary, Theresa May, has announced.

May said the decision to raise the level meant “a terrorist attack is a strong possibility and reflects the continuing threat from dissident republican activity”.

She said the Home Office was working closely with the police and other relevant authorities to ensure appropriate security measures were put in place.

UK Raises Terror Threat Level To The Fourth Highest Of Five Levels

UK Raises Terror Threat Level, Citing Risks Out Of Syria, Iraq -- CNN

London (CNN) -- The UK government raised its terror threat level Friday from "substantial" to "severe," the fourth highest of five levels, in response to events in Iraq and Syria, where ISIS militants have seized a large swath of territory.

"That means that a terrorist attack is highly likely, but there is no intelligence to suggest that an attack is imminent," Home Secretary Theresa May said.

The "root cause" of Britain's terror threat is "Islamist extremism," Prime Minister David Cameron said. The execution of American journalist James Foley is clear evidence that ISIS's fight in Iraq and Syria "is not some foreign conflict thousands of miles from home that we can hope to ignore," according to the UK leader.

MI5 has warned that Libyan expats are plotting terrorist attacks in Britain in revenge for bombing raids on Colonel Gaddafi’s regime.

The threat was exposed after intelligence officers monitored hundreds of conversations between Libyans in the UK who have ‘maintained connections with Tripoli’.

It raises the spectre of a new atrocity such as the 1988 Lockerbie bombing which was ordered by Gaddafi after U.S. air raids on his palace, launched from air bases in Britain in 1986.

It was the first time this threat level had been published, the Home Office confirmed.

The head of security service MI5 warned last week that dissident republicans opposed to British rule in Northern Ireland could strike mainland Britain.

The threat from Irish-related terrorism to Great Britain is still lower than the overall threat from international terrorism, which remains unchanged at "severe".

Terrorist Attack Is "Highly Likely" Security Services Say -- The Telegraph

The threat of a terrorist attack was last night raised to “severe” amid fears that al-Qaeda is planning a wave of attacks following the Detroit bombings.

The decision follows analysis by the Joint Terrorism Analysis Centre (JTAC), a unit within MI5, and indicates an attack is now "highly likely.”

It was made following briefings to the Prime Minister by the heads of the security services MI5, MI6 and GCHQ and a meeting of the Government’s Cobra emergency committee.
