US Releases Pakistani Guantanamo Bay Detainee To Be Resettled In Belize

VOA/Reuters: US Transfers Pakistani Guantanamo Bay Detainee to Belize

Washington — Majid Khan, a Pakistani man who has disclosed how he was tortured by the Central Intelligence Agency after the Sept. 11, 2001, attacks on the United States, has been transferred from the Guantanamo Bay U.S. detention facility in Cuba to Belize, the Pentagon said on Thursday.

Khan, 42, admitted in 2012 to conspiring with members of the al-Qaida Islamist militant organization responsible for the 2001 attacks to commit murder as well as providing material support for terrorism and spying and had been serving as a government witness since, according to U.S. officials.

He was captured in Pakistan and previously held at an unidentified CIA "black site" from 2003 to 2006.

What’s Going On At Guantanamo Bay Prison?

FOX News: Political poison: What’s going on in Guantanamo Bay?

Down to just 40 inmates, the future of Guantanamo Bay could change under a Biden administration.

While once front and center of U.S. election campaigns, the politically noxious topic of the 19-year-old Guantanamo Bay prison has made little dent on this year's election cycle.

Yet it still remains open, sparsely populated by alleged terrorists at a high cost to the American taxpayer. And even with the protracted war in Afghanistan winding down as part of a controversial "peace deal" with the Taliban, experts remain skeptical that Gitmo too will be brought to an end.

"The prison holds the most violent people on the planet, and they have become worse since they have been there. If you close it, where are you going to put the prisoners? You can't bring them back to the U.S. because (then) they are entitled to due process rights," Kelly Hyman, a political strategist and federal trial attorney told Fox News. "So what do you do with them? You have no foreign country that will take them. Everyone wants to get rid of them, including Trump, but we can't."

It Costs $13 Million Per Prisoner To Keep The Prison At Guantanamo Bay Open

Business Insider/Reuters: Trump says it's 'crazy' how much it costs to keep the prison at Guantanamo Bay open

* President Donald Trump criticized the cost of keeping open the prison at Guantanamo Bay in Cuba, which amounted to more than $540 million in 2018.
* Trump said his administration was studying the issue, but his remarks may have just been an attempt to needle President Barack Obama, who pledge to close the prison but couldn't overcome congressional opposition.

ON BOARD AIR FORCE ONE (Reuters) - President Donald Trump expressed unhappiness on Wednesday with the cost of keeping open a controversial prison at the US military base in Guantanamo Bay, Cuba, and said his administration was studying the issue.

Trump, a Republican who has previously argued that the prison should stay open, declined to say what he would like to happen with the facility now.

"It costs a fortune to operate it, and I think it's crazy," the president told reporters on Air Force One.

Guantanamo Bay Base And Prison Get Ready For Hurricane Irma

Guantánamo prison staff evacuated from trailer-park housing camped out Tuesday, October 4, 2016, in the gym, far from the Detention Center Zone at the remote U.S. Navy base in Cuba, as shown in this Pentagon handout photo.

Sacramento Bee: Guantánamo base to ‘shelter in place’ for Cat-5 Irma

The U.S. Navy has decided not to evacuate family members and other non-essential staff from its remote outpost at Guantánamo Bay, Cuba, concluding that the more than 5,000 residents can weather Category 5 Hurricane Irma as it grinds through the region, a spokesman said Tuesday.

“They will shelter in place as the storm passes just north of them,” Bill Dougherty, spokesman for the Pentagon’s Navy Region Southeast Region reported Tuesday morning.

The spokesman for the 1,500-staff detention center declined to say whether the prison’s temporary troops — mostly National Guard soldiers on nine-month tours of duty, without family — would remain in trailer-park style Containerized Housing Units, or CHUs, or would be evacuating to cots in the base gym, as usual.

Nor would the prison respond to questions of whether it would relocate some or all of its 41 war on terror captives. In the past the military moved specially segregated detainees from the flimsy Camp Echo to more secure cellblocks. One of them, Saudi Ahmad al Darbi, was to face a sentencing hearing this week as an admitted al-Qaida terrorist as part of a plea agreement to return him to his homeland in exchange for testimony against other captives.

It Looks Like Guantanamo Bay Prison Will Soon Be Back In Business

Reuters: Joe Skipper

The Hill: Trump officials signal intent to begin refilling Guantanamo

The Trump administration appears to be making its first moves toward fulfilling a campaign promise to fill the Guantanamo Bay prison camp with “bad dudes.”

Attorney General Jeff Sessions and Deputy Attorney General Rod Rosenstein visited the prison on Friday to get an update on current operations, the first concrete action the administration has taken on the facility since taking office.

Up until now, Guantanamo has been running on autopilot; the executive order from former President Obama calling for the facility to be shut down is still technically the law of the land.

But President Trump promised during the campaign to “load it up with some bad dudes,” and Sessions has called it a “very fine place” with no legal reason not to send new detainees there.

Guantanamo Bay Prison Turns 15 Years Old Today

DW: Guantanamo at 15: Doomed or resurrected?

President Bush opened it amid global protest, President Obama vowed to close it. After 15 years the Guantanamo Bay prison camp does not just remain open, it could even experience a revival under President Trump.

What began on January 11, 2002, with the transfer of 20 prisoners suspected of belonging to the Taliban and al Qaeda terrorist groups from Kandahar in Afghanistan to the US detention facility in Guantanamo Bay, Cuba, would relatively quickly evolve into a political and humanitarian nightmare that would soon vex the third consecutive US president.

Set up by the administration of George W. Bush in response to the terrorist attacks of September 11, 2001, Guantanamo was specifically chosen as a detention hub as its location on a US naval base on Cuba put it out of the reach of American courts.

Time: Obama Administration Still Expects to Close Guantanamo

Before President Obama leaves office.

The Obama Administration still expects to close the detention center in Guantanamo Bay, Cuba, before President Obama leaves office in January, the White House said Thursday.

“We’re going to do our best to try to get this closed and it’s our expectation that that’s what we’ll do,” White House spokesman Josh Earnest said at a briefing.

Vice President Joe Biden had said earlier Thursday in Sweden that it is his “hope and expectation” that Guantanamo would be closed by the time he left office, according to pool reports.

President Obama Sends Guantánamo Closing Plan to Congress

New York Times: Obama Sends Guantánamo Closing Plan to Congress

WASHINGTON — The White House on Tuesday sent Congress a long-awaited plan for closing American prison in Guantánamo Bay, beginning a final push to fulfill one of President Obama’s earliest and most troubled national security policy goals in the face of deep skepticism from many Republican lawmakers.

The plan centers on bringing between 30 and 60 detainees who are deemed too dangerous to release to a replacement prison on domestic soil; it suggested several potential sites in South Carolina, Kansas, and Colorado. The rest of the 91 detainees would be transferred to other countries.

The Hill: Pentagon poised to submit plan for closing Guantanamo Bay

The Pentagon is poised to submit a plan to Congress for closing the Guantanamo Bay detention facility, a spokesman said Monday.

Navy Capt. Jeff Davis said the administration will meet the Tuesday deadline for submitting a proposal for closing the facility and moving its terrorist detainees.

"We understand that the deadline is tomorrow, and it's our intent to meet it," Davis said.

The plan will call for the closure of the detention facility and lay out several options on how to do so, Davis said.
President Obama is pushing to close the prison and fulfill a long-standing campaign promise before leaving office. There are 91 detainees remaining at the prison.

"The plan is to submit to Congress what our thoughts are on the issue and what we see is a way ahead necessary to achieve the closure of Guantanamo and to specifically point out the need for legislative relief," Davis said.

It Is Expected That President Obama Will Soon Issue An Executive Order To Close Guantanamo Prison

FOX News: Pentagon to release Guantanamo detainee relocation plan, as Obama pressed ahead with closure

The Pentagon is expected to release a plan next week on President Obama’s years-long effort to close the Guantanamo Bay detention center that suggests a Colorado prison dubbed “the Alcatraz of the Rockies” as one suitable site to relocate expected life-long detainees, Obama administration officials say.

Obama made a campaign promise in his 2008 White House bid to close the facility, arguing the move would be in the United States’ best financial, national security and foreign policy interests and in the name of justice -- considering some of the detainees have been held for nearly nine years without trial or sentencing.

However, critics of the promise, including many Republicans, fear transferring detainees to the U.S. mainland as part of an overall closure plan poses too much of a homeland security risk. They also say the president has yet to submit a closure plan and have been critical of the administration recently allowing some known terrorists to return to the Middle East

President Obama Still Trying To Close Guantanamo Bay Prison

CNN: Obama makes final push to close Guantanamo

Washington (CNN)The White House's decision this week to reject a massive defense policy bill -- partly for its restrictions on closing the Guantanamo Bay naval prison in Cuba -- comes as the administration makes a final push to close the facility in the remaining 15 months of President Barack Obama's tenure.

Obama hopes to leave office with the prison shuttered, since he campaigned on a vow to close it and has argued that it serves as a recruiting tool for terrorists. On his second day in office, he signed an executive order to shut down the prison at Guantanamo, pledging to have it done within a year.

WNU Editor: If President Obama could not close Guantanamo Bay prison when the Democrats were in control of Congress, he will certainly not succeed with the Republicans in power. Vetoing the defense bill because of Guantanamo is just a PR stunt to placate his base.

Will The White House Succeed In Closing Guantanamo?

Mandel Ngan/Pool/Reuters

Tim Mak & Nancy A. Youssef, Daily Beast: The Pentagon Is Keeping Half of Gitmo Locked Up—Against The White House’s Wishes

Half of the Gitmo detainees have been cleared to leave—if the defense secretary signs the papers to actually let them go.

The White House wants to quickly cut the number of detainees at Guantánamo Bay. One man is standing in the way: President Obama’s Defense Secretary, Ash Carter.

Carter and the White House are increasingly at odds about how to whittle down the number of detainees held in Guantánamo Bay, hampering the administration’s push to close the detention center by the end of its term.

The White House believes that Carter is unwilling to be accountable for the transfer of Guantánamo detainees and their conduct post-release, even to the point of defying the president’s policy on the detention facility, a White House source told The Daily Beast.

WNU Editor: I love the administrations line that they want to close Guantanamo so that the next administration will not be forced to deal with it .... but there is no mention on the numerous wars and conflicts that the next administration will be saddled with .... a situation that trend lines are indicating will be far worst by next year.

U.S. polls have also been very consistent in showing broad opposition to closing the prison.... a fact that I suspect many U.S. Democrat senators and representatives from Congress are aware of, and as such do not want this to be an election issue next year.

Wall Street Journal: Republicans Reject Calls on Guantanamo Bay Closure

Senate Republicans are rejecting renewed calls by Democrats and a retired Supreme Court justice to expedite closing Guantanamo Bay, saying they fear released detainees could pose a security threat.

In remarks to a legal group Monday, retired Justice John Paul Stevens said that the prison never should have been opened, and said that some detainees who were abused by U.S. forces or held for years after they were cleared for transfer should be entitled to reparations. Separately, three senior Democrats on the Senate Judiciary Committee wrote to President Barack Obama to complain that, with no detainee transfers since January, the odds of fulfilling his campaign pledge to shutter the prison were quickly ebbing.

Republicans disagreed on speeding up the closure of the facility, citing concerns about recidivism among released prisoners.

President Obama: Regrets Not Closing Guantanamo On First Day In Office

Washington Post: Obama regrets not closing Guantanamo on first day in office

President Obama said Wednesday that he wished he had brushed aside Republican objections and closed the military prison at Guantanamo Bay, Cuba, during his first days in office.

Obama's remarks on the controversial prison, which was opened in the wake of the Sept. 11, 2001, terror attacks, came in response to a seventh-grader's question following a speech at the City Club of Cleveland. She asked what do-over he would like from the first day of his first term as president.

"I think I would have closed Guantanamo on the first day," Obama responded to applause from the crowd. "I didn’t at that time because we had a bipartisan agreement that it should be closed." Sen. John McCain (R-Ariz.), the Republican presidential nominee, had also championed closing the facility during the 2008 election.

WNU Editor: At the time many Democrats and Republicans were hostile to such a move. The simple reason being that there were/are dozens of detainees who are just too dangerous to be released and/or the evidence that was obtained would not be enough (or even admissible because of torture) to convict them in a US courtroom (unlike a military trial) ..... detainees like alleged 9/11 mastermind Khalid Sheik Mohammed and his accomplices come immediately to mind.

President Obama: I Will Do 'Everything I Can' To Close Guantanamo

Obama To Do 'Everything I Can' To Close Gitmo -- CNN

Washington (CNN) -- President Barack Obama says he plans to push to close the Guantanamo Bay detention facility during his final two years in office -- potentially fulfilling a major campaign promise that he hasn't yet accomplished.

"I'm going to be doing everything I can to close it," Obama said in an interview with CNN's Candy Crowley that aired Sunday on "State of the Union."

"It is something that continues to inspire jihadists and extremists around the world, the fact that these folks are being held," Obama said. "It is contrary to our values."

The President's comments follow a flurry of executive action at the start of what he called his "fourth quarter" in the Oval Office -- after Republicans walloped Democrats in November's midterm elections, taking control of both houses of Congress.

The U.S. Wanted A Second Guantanamo-Style Prison On Diego Garcia

Britain 'Discussed' US Request To Build Guantanamo-style Prison On Diego Garcia After September 11 Attacks, Officials Say -- Peter Foster, The Telegraph

As Democrats fight for information about the CIA's secret kidnap and torture programme to be published in a landmark report, The Telegraph has learnt details of America's requests to use British territory of Diego Garcia in network of secret prison sites.

Tony Blair's government discussed a US request for permission to use the British territory of Diego Garcia to house a Guantanamo Bay-style prison camp for up to 500 terrorist detainees, the Telegraph has learnt.

Britain quickly rejected the Bush administration's idea on the grounds that the plan was impractical, but documents suggest the CIA may have still used the island to fly terror suspects to secret "black site" prisons around the world.

The fresh details of US desire to use Diego Garcia in its counter-terror operations emerge as Britain faces renewed questioning over its own support for highly controversial CIA programmes in the years after September 11.

The Cost Of Operating Guantanamo Bay Prison

Pentagon: Guantanamo Tab $5.2 Billion And Counting -- McClatchy News

New number-crunching by Democrats campaigning for Guantanamo's closure says the Pentagon spends nearly a half-billion dollars a year - a whopping $2.7 million per prisoner - to operate its offshore prison complex in southeast Cuba.

The figure is by far the largest per-prisoner cost ever calculated and apparently, for the first time, includes troop costs. The ostensibly temporary Pentagon prison has, since it opened in 2002, been staffed largely by troops trained up on their way to Guantanamo for rotations of nine months to a year.

The cost for this year - $454.1 million to operate, staff and build at the prison complex - comes from a report by the Defense Department's Office of the Comptroller.

(CNN) -- The U.S. government on Wednesday refused to stop force-feeding prisoners at the U.S. detention facility at Guantanamo Bay, Cuba, during Ramadan.

In court papers rejecting a petition by detainees, the United States said the feedings provide "essential nutrition and medical care" and do not interfere with the detainees' religious fasting during Ramadan, the holy month that begins on the evening of July 8.

The tube-feedings will take place in the early morning and late evening to help detainees comply with Ramadan restrictions, said Navy Capt. Robert Durand, spokesman for the detention facility.

Shots Fired When Military Guards Clashed With Terror Detainees At Guantánamo Prison

Mounting Tensions Escalate Into Violence During Raid at Guantánamo Prison -- New York Times

WASHINGTON — Weeks of mounting tensions between the military and detainees at the wartime prison at Guantánamo Bay, Cuba, escalated into violence on Saturday during a raid in which guards forced prisoners living in communal housing to move to individual cells.

“Some detainees resisted with improvised weapons, and in response, four less-than-lethal rounds were fired,” the military said in a statement. “There were no serious injuries to guards or detainees.”

Capt. Robert Durand, a military spokesman at the base, said the improvised weapons included “batons and broomsticks.” Another military official said that at least one detainee had been hit by a rubber bullet, but that there were no further details about any minor injuries or how the prisoners had resisted.
