Reuters: Russia warns United States: the end of nuclear arms control may be nigh 

LONDON (Reuters) -Russia told the United States on Monday that the last remaining pillar of bilateral nuclear arms control could expire in 2026 without a replacement due to what it said were U.S. efforts to inflict "strategic defeat" on Moscow in Ukraine. 

Both Russia and the United States still have vast arsenals of nuclear weapons which are currently partially limited by the 2011 New START Treaty, which in 2021 was extended until 2026. 

What comes after Feb. 4, 2026, however, is unclear, though Washington has indicated it wants to reach a follow-on agreement with Russia. 

Asked if Moscow could envisage there being no nuclear arms control treaty after 2026, Deputy Foreign Minister Sergei Ryabkov told the RIA state new agency: "This is quite a possible scenario."

The United States has no nuclear hotline to Beijing. The two countries have never had a serious conversation about American missile defenses in the Pacific, or China’s experiments to blind U.S. satellites in time of conflict. 

And Chinese officials have consistently rejected the idea of entering arms control talks, shutting down such suggestions by noting — accurately — that the United States and Russia each have deployed five times more nuclear warheads than Beijing possesses. 

President Biden is seeking to change all that. 

For the first time, the United States is trying to nudge China’s leadership into a conversation about its nuclear capability. U.S. officials, describing the American strategy, say Mr. Biden and his top aides plan to move slowly — focusing the talks first on avoiding accidental conflict, then on each nation’s nuclear strategy and the related instability that could come from attacks in cyberspace and outer space.

NATO Secretary-General Jens Stoltenberg recently urged China to join international efforts to limit the spread of nuclear weapons amid concerns that the Asian superpower is rapidly developing missiles capable of carrying atomic warheads. 

However, Beijing hit back at NATO, saying that China pursues a defensive nuclear strategy and keeps its nuclear weapons to a “minimum necessary for its national security”, and accused the body of hyping up the threat from China.

GENEVA (Reuters) - China is resisting bilateral talks with the United States on nuclear weapons, the U.S. disarmament ambassador told a U.N. conference on Tuesday, as Washington seeks to advance efforts to reduce nuclear arms stockpiles. 

"Despite the PRC's dramatic build-up of its nuclear arsenal, unfortunately it continues to resist discussing nuclear risk reduction bilaterally with the United States," said Robert Wood, referring to the People's Republic of China. 

 "To date Beijing has not been willing to engage meaningfully or establish expert discussions similar to those we have with Russia. 

We sincerely hope that will change," he added. In an apparent rebuttal, China's envoy later told the same virtual U.N. meeting that Beijing was prepared for dialogue.
