Russia Willing To Replace The START Treaty With The United States

In remarks following his address to the conference on disarmament, Russian Foreign Minister Sergey Lavrov told Russia wants to elaborate new full-format agreement with the United States on the further mutually verifiable reduction and limitation of strategic offensive arms. "Russia welcomes the positive signals from the new US administration" he said. The election of Obama "changed the situation because the question of multilateral disarmament is given heightened attention" and disarmament can be a "key aspect" of a "positive" agenda for Russian-American relations, Lavrov told the press.
