From Tech News World:National Intelligence Director Dennis Blair and Defense Secretary Robert Gates have proposed the creation of new, sophisticated spy satellites, a program that could cost over $10 billion. The so-called 2+2 program is meant to avert a potential gap in U.S. imagery satellite coverage around the world.

My Comment: I always laugh when I hear budget projections .... especially when it comes to military and intelligence programs. For this program .... you know that at the end it is not going to cost $10 billion .... but probably double if not more.
