Defence chiefs are facing massive increases in the cost of military equipment because they calculate the figures 'on the back of an envelope', it was claimed last night.

Former Labour adviser Bernard Gray agreed that a 'conspiracy of optimism' overtook ministers, top brass, civil servants and the defence industry when ordering new hardware.

They vastly underestimated the price of ship, tanks, armoured vehicles and aircraft simply to get the kit onto Britain's defence programme.
