Air Force and Others Are Faulted for Slow Response, Thrusting Popular Heirs to Pinochet's Legacy Back Into Political Fray
SANTIAGO—Chile's massive earthquake has thrust the country's powerful army back into the national spotlight after nearly two decades of keeping a low profile.
Army troops virtually occupy Chile's second-largest city, Concepción, having declared curfew to clamp down on looting that followed Saturday's deadly quake. Troops also patrol a 400-mile-wide area in south-central Chile, keeping the peace as government aid flows to coastal towns that were hit hardest by the weekend's 8.8-magnitude quake and the tsunami that followed.
