Terrorism and cyber-attacks rather than military conflict are the most serious threats facing the UK, the Government said today.

The coalition is to justify cuts of billions in the defence budget, being unveiled tomorrow, by the claim that war is no longer the greatest danger.

Because these 21st Century enemies cannot be fought by conventional military methods, it means thousands of troops can be axed, the Government will argue.
