My Comment: There is no framework or work protocol for these talks. More importantly .... Iran has publicly stated that their nuclear program is non-negotiable. My predicti0n .... Western diplomats have been embarrassed on numerous occasions when it comes to talks with Iran on their nuclear program, as a result no ranking diplomat is going to make the first move to sit down and seriously talk with Iran until Iran has something serious to propose .... which they will not. Expect some talks in the next few weeks between some minor EU officials and some medium level Iranian diplomats .... and that is about it.
