China Reaffirms "No First Use" Nuke Rule -- Global Security Newswire

China today denounced as "baseless" a news report that the nation might consider conducting a nuclear first strike under certain conditions, the Associated Press reported (see GSN, Jan. 5).

Planning records indicate Beijing would weigh the use of nuclear force against another nuclear-armed country carrying out major conventional attacks within Chinese borders, according to the Kyodo News report, which did not specify the date or origin of the purported policy documents. China has formally ruled out initiating a nuclear first strike against another power.
