When President Obama was contemplating a new Afghan war strategy in late 2009, he faced sharp divisions within his own administration between those recommending 40,000 or more troops and a full counterinsurgency and those advocating half as many and a focus on counterterrorism. He chose a middle road: 30,000 troops and a mix of counterterrorism and counterinsurgency, or COIN, in the military lingo.
