Overseas war funding will continue to fall under President Barack Obama’s new 2013 budget, and last summer’s debt agreement appears to be driving faster-than-expected cuts in core Pentagon appropriations.

While most attention in Congress remains focused on the threat of a much deeper across-the-board sequester next year, the continued failure to reach agreement on a promised $1.2 trillion deficit reduction package is having more immediate consequences.
