Taliban Insurgents Say Fighting Will Continue Amid Confusion Over Qatar Office for Peace Talks.

KABUL—The botched opening of a Taliban negotiating office in Qatar in June hasn't created confusion just in Washington and Kabul: Insurgent field commanders on the Afghan battlefields have been befuddled by the tentative peace outreach, too.

In mid-June, the Taliban opened a "political bureau" for peace talks in Qatar, raising expectations of a negotiated end to a conflict that has lasted more than a decade. Those hopes quickly dimmed after a furious reaction by Afghan President Hamid Karzai, who pulled his envoys from planned peace talks in Qatar to protest a provocative flag-raising and other symbolic gestures by the Taliban emissaries.

Taliban representatives in Doha have gone silent since then, sparking intense speculation among officials in Washington and Kabul about whether the sputtering peace process can be revived.

My Comment: How can one have peace talks with a group in which even the rebel commanders have no clue on what is happening.
