Cyber Espionage Ranked as Biggest Threat, Terrorism Comes In Third

Spy agencies ranked cybersecurity and the danger from foreign spies and leaks ahead of terrorism in an annual assessment of top U.S. threats.

WASHINGTON—Spy agencies ranked cybersecurity and the danger from foreign spies and leaks ahead of terrorism in an annual assessment of top U.S. threats, reflecting changes in the security landscape following the disclosures by former National Security Agency contractor Edward Snowden.

The emphasis on counterintelligence as a national security problem was striking because it was fourth on the list in last year’s assessment.

In the wake of Mr. Snowden’s revelations and the growing threat of cyber and traditional espionage, however, U.S. intelligence agencies cited counter-spying and so-called insider threats as the second-greatest national security threat.
