Is Obama Right To Threaten To Withdraw All Troops From Afghanistan? -- Teresa Welsh, US News and World Report

Unless Afghanistan signs a new agreement, Obama said all U.S. troops could be removed by the end of 2014.

President Barack Obama told Afghani President Hamid Karzai on Tuesday that the United States is preparing to withdraw all troops from Afghanistan by the end of 2014 if no so-called Biliateral Security Agreement is signed. The agreement would include assurances that U.S. troops have immunity from Afghan laws, without which forces will not be allowed to remain on the ground.

Karzai has long been hesitant to sign the agreement, maintaining that his successor should do so instead because the country’s next leader will be the one to deal with its repercussions. Afghani presidential elections will take place in April, but the Obama administration has pressed Karzai to take more immediate action. Last November, a group of 2,500 Afghan elders, known as the loya jirga, met, and the majority advised Karzai to sign a security agreement before the end of the year.
