Palestinians Request Treaty Memberships in Defiance of Israel

Israeli and Palestinian officials on Wednesday traded blame over the unraveling of U.S.-sponsored Mideast peace talks, as the Palestinians took another step toward abandoning negotiations by formally submitting membership requests for 15 international conventions.

Facing the collapse of the Obama administration's signature Middle East initiative after Palestinian President Mahmoud Abbas defiantly signed the treaty applications in a televised address on Tuesday, the U.S. sought to keep diplomatic channels open even after Secretary of State John Kerry canceled plans to return to the region to meet Mr. Abbas.
