With casualties mounting, thousands of volunteers fighting Russian-backed rebels, and troops upset about shoddy treatment and equipment, some say Kiev should declare a state of war and professionalize the fight.
WNU Editor: Everyone knows that the eastern part of Ukraine is now a war-zone .... declaring that one is now officially at war will only mean a change in the paperwork. But Anna Nemtsova's analysis on what is happening in Kiev is accurate and it mirrors what my own relatives/friends/associates are saying in Kiev in the past few weeks .... in short .... the entire war effort has been an utter and complete disaster.

There are two competing and complimentary memes being floated here.
As Civil Wars are not declared, the one of the inferred suggestions is that the Ukraine should declare it is at War,.......
With Russia, which just shows how batsh!t crazy the Ukraine leadership is, and the Neo-Cons are,
And the other, is that the Ukraine is at war, with the Ukraine,....
Which would allow martial law and a defacto dictatorship.
