Int'l community needs to engage in stabilizing the country politically by listening to all Afghans, making sure equal distribution of power among all ethnic groups.
The U.S. and NATO mission in Afghanistan was to eliminate al-Qaeda terrorist network, dismantle the hardline Taliban, and ensure some important Western values such as democracy, women's rights and women's education in the country.
Sixteen years on, the country still is in turmoil. According to U.S. intelligence reports about 20 terrorist groups including al-Qaeda, Taliban and Daesh are active in Afghanistan.
The Afghan forces are losing ground to insurgents. Taliban fighters have reached the doorsteps of Kabul. The Afghan government is dysfunctional with all its three branches of power acting illegally and against the Afghan Constitution.

WNU Editor: The only ones who can save Afghanistan from breaking up into different ethnic enclaves and/or regions controlled by the 20 odd terror groups that now exist in the country is for the Afghans themselves to step up and fight for their country. Fortunately, many are .... unfortunately, many are not. It is also telling that Zabihullah Noori is making his plea while being based in London .... not in Kabul.

Usually when one says "international community" needs to do something they mean America. By now it should be apparent to everyone that America's power is extremely limited.
As to your comment, editor, that only Afghans can do this you are correct. Having your representative make the plea from London and not your home country would be comical if not so serious.
America faces huge problems right now. When will an American leader issue a plea to the international community to save America? Oh wait, America is the international community. Since America can barely provide for itself, police itself, or defend itself, there's simply no way anyone can expect anything else from America.
