That’s why the testimony at a House of Commons defence committee, specially convened to consider the thorny problem that is North Korea, was so memorable.
Honourable members were stumped by the testimony of Lt. Gen. Pierre St-Amand, the Canadian who serves as deputy commander of North American Aerospace Defence Command (NORAD) in Colorado Springs.
Conservative MP James Bezan asked St-Amand whether he agreed with the common Canadian perception that the Americans would shoot down an incoming intercontinental ballistic missile heading for a Canadian city, even though Canada is not a participant in the U.S.’s ballistic missile defence program. His response jolted the committee members from their late-summer stupor.
“I’m being told in Colorado Springs that U.S. policy is not to defend Canada. That’s fact I can bring to the table,” he said.

US supply of ABM's is quite limited. You are Prez and you see Quebec under ICBM attack do you use your limited ABMs or save them and risk New York, Chicago, LA, DC?
Canada was invited 10 years ago to participate and refused to this day. I'm US president I ignore any ICBMS landing in Canada.
The US cannot defend everyone of us without us paying a fair share. It's just impossible.
Maybe Canada could spend more on the defense budget and less on immigrating the destitute.
Seems to me Canada has the functional equivalent of a coast guard but a navy ... not so much.

The Jin empire like other 'Chinese' empires used trade markets to encourage good conduct (i.e. not raiding the Chinese).
The Mongol khans relied on the trade markets to keep the flow of luxury goods coming to keep their people happy.

Japan attacked China. So we embargoed Japan. We got Pearl Harbor all gift wrapped.
It does not hurt IMO to take out petty dictators and work your way up to larger ones. That way soft pudge guys get the hint. You have to be consistent though. Attacking Qaddaffi was not consistent, wise nor just (He had already cried uncle.). Attacking Assad would have been.

I have a hard time to make Kim Jung Un the same size as Genghis Khan. Second, Canada is not the first target of NoKo. If yes, what about Brazil, Angola and else?
