WNU Editor: The Russian military has been using (and evaluating) all of their weapon systems in Syria. I would not be surprised if they used this bomb on a target in Syria, and then evaluated its effectiveness.

This act has a lot of upside for people besides the Russians.
Obviously, the people who were under siege will benefit. A quicker defeat of ISIS will lead to a faster return of a normal agrarian, commercial and civic life.
It helps many people around the world. If all the ISIS fighter in Syria do not die, it would be helpful that some, who witnessed ISIS getting its clock cleaned in one big flash, tell other rats when they scurry to a hidey hole.
...until the Russian drop a hyperbaric bomb on that hole.
