Russia’s new state armament plan, which will run from 2018 to 2027, refocuses the Kremlin’s defense spending on its ground forces.
In the previous plan, which runs from 2011 to 2020, the Kremlin had focused heavily on reviving the Russian Navy. Given Moscow’s recent experiences in Ukraine and the fact that Russia is, at the end of the day, a Eurasian land power, the shift makes sense. In more practical terms, as Center for Naval Analyses senior research scientist Dmitry Gorenburg notes, Russia’s new armored combat vehicles are now almost ready for serial production.

I am upset that Russia is preparing for war. I don't want one, but if one is proffered against our will, then there is nothing to do but enjoy the suck.

My point was not about correctness
Russia will need more then a plan for modernization. Since its economy is about as large is Australia, and it's shrinking, plus is based almost entirely on fossil fuels which will continue to be in less of a demand. They can't afford it. As a result, this is just propaganda for domestic consumption. Russia's dismal economic situation, and future forecast, makes this less of a plan and more of a wish list.

This one is straight forward. If a certain intel agent had been a grunt, he would not think going to war is so wonderful or so easy.

Saying something is > 0 is "faint praise'. That you did not know what faint praise is or did not treat n the obvious way it was meant says a lot about you. I was putting down a former intel agent.

That sentence is an aphorism. It is a warning. People calculate the chessboard that is the world and think they have sufficient pieces to complete their aggression, but there is always something they do not see, does not happen or comes at them sideways.
They say many wars are started on miscalculation. A person or even a fairly large group of people cannot calculate everything. So they can plan for war, but it would be much harder than they think.
