Yonhap News Agency: N.K. announces freeze on nuclear, missile tests
SEOUL, April 21 (Yonhap) -- North Korean leader Kim Jong-un has announced that the country will suspend nuclear and missile tests and shut down a nuclear test site in the northern area, state media said Saturday.
"From April 21, North Korea will stop nuclear tests and launches of intercontinental ballistic missiles," the Korean Central News Agency said.
"The North will shut down a nuclear test site in the country's northern side to prove the vow to suspend nuclear test," it added.

History shows that believing anything North Koreans say is problematic to say the least, but they have said this and in public officially. That in itself is of great significance.
Stopping testing is a lot different than stopping production. I am guessing that they are comfortable with were they are on development. I am guessing that they are building production models of their hardware.

I think you are either very right or very close to it.
Going from a steel fist to a velvet glove is problematic.
With help from Iran and China, the North Koreans should succeed.
The New York Times and Washington Post might belated report on it, if they get over their Russia, Russia, Russia histrionics.
The NORKS might very well be mass producing weaponry. Time will tell. They will be able to get away with it because they have help form China, Iran, Paksistan and Russia.
