WNU Editor: I call this type of style of letter the "hamburger". The first bun is positive or complimentary. The meat is the bad news (in this case the cancellation of the summit). The second bun returns to being positive .... keeping the door open in the event something happens in the future. I know .... because I use thus style all the time when delivering bad news.

We had a boss that delivered his comments regarding performance to the group of 38 at a "special" meeting. He started with the praise, then got into the blaming, then the closing which was always upbeat and hopeful.

The thing was the longer the praise the significantly longer the blaming by a factor of ten. Once he got carried away with the praise and went on for an hour. Everyone was terrified of the blaming part, but then he got called away. Cheers all round.

It does seem that North and South were making headway until Trump got involved.
