The Europeans won't spend money on it until they are forced to; I see it as possible if someone were to rattle their cage more but highly highly unlikely.

The Europeans have no money to do any such thing. They made a choice years ago to fund their socialistic, cradle to grave welfare programs instead of a functioning military.
