USA Today: Exclusive: Pentagon preparing options to build border wall as Trump weighs emergency declaration
WASHINGTON – The Pentagon is preparing options to build barriers on the southern border in the event that President Donald Trump declares a national emergency there, the latest indication such a move is gaining traction within the administration.
"The Department of Defense is reviewing available authorities and funding mechanisms to identify options to enable border barrier construction," said Navy Capt. Bill Speaks, a Pentagon spokesman. "As there has not been such a declaration made, it would be inappropriate to comment further on those efforts."
The confirmation of the preparations comes after Trump on Thursday gave his most explicit warning yet that he was considering a declaration of a national emergency as a way of freeing up funds for a border wall if talks with Democrats fail to yield a deal on his signature issue.

WNU Editor: The Pentagon always prepares what is needed in the event of an emergency. So preparing a number of options so that they can react when the President orders them to build a physical barrier along the border should surprise no one. As to what is my prediction on what is going to happen next. President Trump and his supporters believe that there is a crisis, and will do what is necessary to confront the chaos at the border. Those who do not believe there is a crisis and/or who believe in open borders will use the courts to block any action that the President Trump pushes forward. A judge will be found to block the President's executive action, but U.S. law gives the Executive enormous powers when it comes to national emergencies, and the lower court will eventually be over-ruled by the Superior Court. U.S. border security is going to be enhanced, one way or the other.

Walls are seen as an easy answer to complex problems. They’re usually not.
Barriers are a popular response to the vexing problem of mass migration. But walls can cement “us vs. them” antagonisms and let wall builders avoid resolution of the problems they face.

If Trump is able to pull off this funding of the wall/fence/barrier under emergency declaration, the democrats will be screwed. This $5 billion request is their biggest bargaining chip to get whatever they want in an Immigration deal, including DACA, pathway to citizenship, refugee reform, you name it, it's all on the table right in front of them, but for some reason they don't seem to want to solve the issue.

The Pentagon allowed $27B of funding to expire over the last 5 years. That is the source of the funding for the wall.
This is how it will probably go:
President Trump will declare a state of emergency and order the Army Corps of Engineers to begin construction of the wall.
The Democrats will immediately go to the 9th Circuit and halt the order. It will squabble its way through the appellate courts, winding up upon the Supreme Court docket just in time for the 2020 electtion cycle. (accelerated session). By then Justice Ginsberg will have been replaced and the President's order will withstand SCOTUS scrutiny. Then the wall will be built to exact Trump-specification.
And one thing that I cannot escape is that the Democrats appear to be genuinely livid over this shut down. Why? I believe that if the Democrats themselves beieved that they were on the winning end of this fiasco, they would be much more sanguine in their behavior and presentation.
But they are not. They know this will be the outcome. They are livid.
