The slight delay in Trump's announcement was likely needed to enable some close friends to dump Boeing shares.

While that may be, I have different take on this. There have been two crashes out of the many thousands of these planes that have been flying. Governments tend to act hysterically. As such, the extreme action of grounding all of the planes was taken.
In contrast, private industry tends not act hysterically. Much calmer and more measured approaches are generally taken. The slight delay was probably done to properly assess the situation and to mitigate inconveniences that might be caused to passengers.
