U.S. Would Regard A Cyberattack On Japan As An 'Armed Attack'

The Asahi Shimbun: Japan, U.S. say cyber-attacks would be covered by security pact

WASHINGTON--Japan and the United States agreed April 19 that a concerted cyber-attack on Japan could be considered an armed attack covered by their security treaty.

Foreign Minister Taro Kono and Defense Minister Takeshi Iwaya met here with U.S. Secretary of State Mike Pompeo and Patrick Shanahan, the acting defense secretary, in a session of the Japan-U.S. Joint Security Consultative Committee.

In a joint statement issued afterward, the two sides agreed that "a cyber-attack could, in certain circumstances, constitute an armed attack for the purposes of Article 5 of the Japan-U.S. Security Treaty."

But a similar attack by China or Russia on the U.S. is simply an incident and not a declaration of war?

I think you are pretty much spot on. It would simply be regarded as an incident and they would be under no obligation to lift so much as a finger to assist us. As I thought when I first read this this morning, express the statement the other way. "Japan would regard a cyber attack on the U.S. as an armed attack." Is the statement accurate? I'd say no. If Japan suffers such an attack, the US will assist and will face reprisals if it does not. Should the US face a similar attack Japan would not help, nor would they be expected to, and Americans would simply be expected to take it.

While I have observed what appears to be modest improvement in the relationship with Japan under Trump, there still remains much improvement that is needed in this relationship. IMHO the "alliance" with Japan like most US "alliances" are woefully one-sided partnerships that are detrimental to the US.
