Rebel Forces In Libya Are Threatening To Target Civilian Planes

BBC: Libya conflict: Haftar forces threaten to target civilian planes

Rebel forces in Libya have threatened to hit civilian planes flying over the capital Tripoli, declaring the city and its surrounding areas a "no-fly zone".

I do not know if it has been activated. When it does, do the transponders change?

This is normal operating practice. The Brits did this with ships during their wars with Holland.

If he is done it needs to be done put in the open not like how First Lord of the Admiralty did it.

Haftar has a point. It might be lost in the noise and ignorance.
