Good health care ensuring survival of children. Limit children to 2 to 3 maybe 4 per family.
Just read a RSC piece where Mayan women were having 20 children. Last child leaves home at age 60. Birth rates like that look like the exponential curve of a COVID infection rate. It cannot be sustained. There are not enough taxes and is not enough welfare to make that better.
