My first thought is it shows that Biden and his staff are scared. They hit Iranian backed militias in Syria and not Iraq, there are Iranian back militias in both places. First, the ones in Iraq hit the US not the ones in Syria. Second, Syria militias are further away from Iran than the Iraq militias. It is almost as of the Biden seal trainers are communication to the Iranians that they had the tact to hit militias further away from Iran than closer and therefore enable Iran to save face".
My second thought is that the US military has better intel on the goings on in Syria than in Iraq so they chose Syria.
My third thought was it hurts Iran more if assets are hit in Syria, because that 'project is more in doubt for Iran, more in jeopardy.
The first makes the US soldiers look like lions led by lambs.
The second makes the US military look a little incompetent.
The third makes the Us military and the leadership look smart.
I am going with the first. My belief is that they are cowards.
