China is at least 30 years away from becoming a manufacturing nation of "great power", a government advisor told party delegates on Sunday.
Many observers already see China as the "world's factory" given that more than a third of global output from cars to phones comes from there.
But China's leaders are concerned about its heavy dependence on the US for high-tech products like semiconductors.
"Basic capabilities are still weak" Miao Wei warned on Sunday.
"Core technologies are in the hands of others" and China runs the risk of "being hit in the throat" warned Mr Miao, who was Minister of Industry and Information Technology for a decade.

To manufacture, you need engineers. It increases your overall number engineers and scientists. It helps create critical mass in research and knowledge.
China actually has manufacturing lines. So they actually have engineers.
At the end of the Cultural Revolution and the Gang of Four, the CCP knew they had screwed up. They had destroyed their education system, which was a very Marxist/Socialist thing to do. So they decided to send students abroad to be educated and bring back knowledge. One if the steps to accomplish this goal was to teach English so student could attend American schools.
Meanwhile Americans at least portion of them are destroying their schools They are teaching Critical Race Theory (CRT), literally burning them down in Portland, and worse. Will the socialist Democrats have a plan to Build Back Better after they have destroyed American education?
What people, except the commenter above, don't understand is that the US is not going crazy for internal reasons but due to external, prolonged cultural and information attack from the outside.

Result: dropping birth rates, increase in suicide, disengaged men. If you manage to disenfranchise enough men, you'll destabilise society. Double so when that society is already seeing a lot of unemployment during eg a biological attack

Any grouping of people, when it grows large enough and with or without external influences will come up with socialist ideas and practices. Outside influences can speed such ethos. That is not so that that socialist thought is right or wrong. It is to say that it will happen and is natural. I for one think that communism is workable and fair at a small level of 150 people or less. There are empirical observations and theoretical explanations to back it up.
There have been large groups of people that for short periods have experienced peace and tranquility in a socialist country. Such things are often seen after social convulsions. Yorkshire experienced much peace and tranquility. It was said a woman could be bedecked in gold chains and ride naked on a horse from York to London unmolested. The part they leave out was "After William ravaged the North."
For example we have the German Jewish import of Critical Theory from the Cologne School. How I wish that had not happened. If it had not been imported, it still would have sprang up de novo. One could argue that the useless Professor of sociology came up with their theory naturally due to anti-Semitism. One could argue that they developed such ideas not from free will but because they had to.
