The Hill: CIA director says US intelligence hasn't concluded Russia will invade Ukraine
CIA Director William Burns said on Monday that Russian military forces “could act in a very sweeping way” but U.S. intelligence agencies have yet to conclude decisively that Moscow will invade Ukraine.
“I would never underestimate President Putin’s risk appetite on Ukraine,” Burns said at The Wall Street Journal’s CEO Council Summit.
“We don’t know that Putin has made up his mind to use force,” he added. “But what we do know is that he’s putting the Russian military, Russian security services in a place where they could act in a very sweeping way.”

WNU Editor: What's my assessment. The ball is really in Kiev's court. Unless Ukraine launches a major attack against Crimea and the Donbass, Russia will not invade Ukraine.

Donbas is an internal Ukrainian matter. It is not Russia's concern. It is a civil war. What is sauce for the goose is sauce for the gander. If the US is not suppose to get involved in Civil wars, how about Russia?
Did Putin ever consider soft power? Going to the UN?
I hear you on language and culture. They should teach Russian in Donbas schools as a second language. In reality it never happens. Ask France about Alsace. Russia could have been a trailblazer.
Language is a red herring. It is just a pretext for Russian to intervene. Putin does not care for ethnic Russians in Donbas any more than China carted about ethnic Chinese in Cambodia and Vietnam during the 70s and 80s.
Let the nukes fly.
