Money talks, bullshit walks. Iran has no standing on who pumps oil.
The Arab countries all have major issues and will not compound problems with turning off the oil.
Those would be the easiest sanctions to get around in the world. It would just be handing a big windfall over to your enemies who can profit off the "smuggling" to your own detriment. Exactly like the Russia sanctions. Kind of funny that Iran didn't pick up on that lesson.
