Reuters: U.S. pressure or not, U.N. nuclear watchdog sees no need to check Iran military sites

VIENNA (Reuters) - The United States is pushing U.N. nuclear inspectors to check military sites in Iran to verify it is not breaching its nuclear deal with world powers. But for this to happen, inspectors must believe such checks are necessary and so far they do not, officials say.

Last week, U.S. Ambassador to the United Nations Nikki Haley visited the International Atomic Energy Agency (IAEA), which is scrutinizing compliance with the 2015 agreement, as part of a review of the pact by the administration of President Donald Trump. He has called it “the worst deal ever negotiated”.

After her talks with officials of the U.N. nuclear watchdog, Haley said: “There are... numerous undeclared sites that have not been inspected. That is a problem.” Iran dismissed her demands as “merely a dream”.

The IAEA has the authority to request access to facilities in Iran, including military ones, if there are new and credible indications of banned nuclear activities there, according to officials from the agency and signatories to the deal.

Reuters: Iranian nuclear experts take Parchin samples without IAEA - IRNA

Iranian nuclear experts have taken environmental samples from the military base at Parchin without United Nations inspectors being present, the spokesman for Iran's atomic energy agency was quoted as saying on Monday.

The procedure for taking the samples, which could shed light on whether Iran's nuclear programme ever had a military dimension, has been under intense discussion since Tehran reached a nuclear deal with world powers in July.

Western diplomats told Reuters earlier this month inspectors from the International Atomic Energy Agency (IAEA), the United Nations nuclear watchdog, would observe samples being taken.

WNU Editor: This contradicts earlier claims from Western diplomats that inspectors would be present when the samples would be taken. The IAEA's response is to defend the process .... UN agency: Iran's role in nuclear probe meets standards (AP). What's my take .... they should have had at least one inspector from a neutral country (Switzerland, South Africa, etc.) on sight.

VOA: UN Watchdog Reports 'Significant Progress' in Iran Probe

The head of the International Atomic Energy Agency said Monday that "significant progress" has been made in the U.N.'s long-running probe into allegations Iran worked to develop nuclear weapons.

Yukiya Amano said he reported to the IAEA's board about his trip to Iran that included visiting the Parchin military site that has been a key focus of the investigation.

Amano said environmental samples were taken at Parchin before his visit in a process that included Iranian representatives "swiping samples." He specified that in some circumstances the IAEA permits countries to participate in verification activities in ways that do not compromise the agency's work.

WNU Editor: Being one who worked in the UN for about 4 years I can only say the following .... when a UN official says that "significant progress" has been made but discloses no details .... it means that they are troubled with what is happening, and they are not going to disclose anything because it will make them foolish. And while I could be wrong about all of this .... and I hope that I am .... from what I am reading these samples were collected by Iranian specialists (not IAEA experts), and the visit of the IAEA chief to the Parchin military site was just a photo-op.

Reuters: Iran may have built extension at disputed military site: U.N. nuclear watchdog

Iran appears to have built an extension to part of its Parchin military site since May, the U.N. nuclear watchdog said in a report on Thursday delving into a major part of its inquiry into possible military dimensions to Tehran's past atomic activity.

A resolution of the International Atomic Energy Agency's Parchin file, which includes a demand for IAEA access to the site, is a symbolically important issue that could help make or break Tehran's July 14 nuclear deal with six world powers.

The confidential IAEA report, obtained by Reuters, said:

The U.N. nuclear watchdog chief on Thursday rejected as "a misrepresentation" suggestions Iran would inspect its own Parchin military site on the agency's behalf, an issue that could help make or break Tehran's nuclear deal with big powers.

Without International Atomic Energy Agency (IAEA) confirmation that Iran is keeping promises enshrined in the landmark July 14 nuclear accord, Tehran will not be granted much-needed relief from international economic sanctions.

Any indications that Iran's part of the accord - strict limits on its atomic energy program and explaining its past nuclear activity - cannot be directly verified by the IAEA could make it harder for President Barack Obama to secure crucial ratification by the U.S. Congress by a Sept. 17 deadline.

International Atomic Energy Agency: Iran Is Denying UN Requests For Information And Snap Inspections Of Nuclear Sites

Washington Post: Iran isn’t providing needed access or information, nuclear watchdog says

The head of the International Atomic Energy Agency said that Iran has failed to provide the information or access needed to allay the agency’s concerns about the weapons potential of the country’s nuclear program.

With the deadline nearing for international talks on constraining Iran’s nuclear program, Yukiya Amano, director general of the IAEA, said in an interview that Iran has replied to just one of a dozen queries about “possible military dimensions” of past nuclear activities.

Amano said that Iran has provided only “very limited” information about two other issues, while the rest have not been addressed at all.

“Recently, the progress is very limited,” he said.

WNU Editor: Iran's refusal to allow IAEA inspections of its nuclear sites ... even though they signed the protocols to permit them .... is more than enough to end all nuclear talks .... after-all .... how can you make an agreement with someone who will not permit inspections after they had agreed to them in the first place. Iran Could Use U.N. Talks As Cover To Build Bomb, Ban Ki-Moon Says -- Washington Post

The United Nations must be decisive and swift in judging whether diplomacy can resolve world concerns about Iran’s nuclear program, U.N. Secretary General Ban Ki-moon said Thursday, or invite the risk that Iran, like North Korea, will use talks as a cover to build a bomb.

In an interview with The Washington Post, Ban said he wants to accelerate diplomatic talks with Iran and give them new urgency. World powers will hold another meeting with Iran later this month, the latest in a series of thus-far ineffective efforts to resolve questions about the scope and intent of Iran’s nuclear development.

My Comment: The IAEA and Iran are not on the same page on how to go forward. More to the point .... Iran has shown zero willingness to allow IAEA inspectors anywhere near their military-nuclear installations .... and I suspect that they will continue to hold this position for the foreseeable future.

Too bad .... if Iran wanted to diffuse tensions and lift the embargo, this would be the best and most effective way for them to proceed .... unless .... of course .... Iran is enriching nuclear materials for military purposes and they do not want anyone to know to what extent they have been doing this.

WASHINGTON — Iran has installed three-quarters of the nuclear centrifuges it needs to complete a site deep underground for the production of nuclear fuel, international inspectors reported Thursday, a finding that led the White House to warn that “the window that is open now to resolve this diplomatically will not remain open indefinitely.”

The report by the International Atomic Energy Agency, the last to be issued before the American presidential election, lays out in detail how Iran over the summer has doubled the number of centrifuges installed deep under a mountain near Qum. Iran has also, the report said, cleansed another site where the agency has said it suspects that the country has conducted explosive experiments that could be relevant to the production of a nuclear weapon.

Iran Produces 31% More Uranium To Add To Stockpile: IAEA -- Bloomberg

Iran maintained its output of enriched uranium that world powers say may eventually be used for nuclear weapons, according to the International Atomic Energy Agency.

Iran’s stockpile of medium-enriched uranium grew 31 percent to 189.4 kilograms (417.6 pounds) from 145 kilograms in May, the IAEA said today in an 11-page restricted report. The Persian Gulf country had raised production of the 20 percent enriched material by a third in the three-month period ending May 25.

The United Nations nuclear chief isn’t optimistic that a meeting with Iran this week will yield access to disputed documents, people and sites allegedly linked to the Persian Gulf country’s nuclear program.

A “high-level” meeting between International Atomic Energy Agency inspectors and Iran will be held Aug. 24 at Iran’s embassy in Vienna, IAEA Director General Yukiya Amano said today at a press briefing in Helsinki. It is the first face-to-face discussion since talks over a so-called structured approach to the atomic investigation broke down in June.

'No Progress' At Iran Nuclear Talks - UN Watchdog -- BBC

Talks on Iran's nuclear programme have ended with "no progress", according to the International Atomic Energy Agency (IAEA), the UN's nuclear watchdog.

The IAEA had been trying to get access to sites inside Iran, including one at Parchin suspected of being used for experiments related to nuclear weapons.

The lack of progress at the talks in Vienna was "disappointing", the IAEA's chief inspector Herman Nackaerts said.

Iran denies its nuclear programme has any military aspect.

But American officials expressed skepticism about the prospects of an agreement. “I’m not optimistic," said Robert Wood, the acting United States envoy to the International Atomic Energy Agency in Vienna. “I certainly hope that an agreement will be reached but I’m not certain Iran is ready.”

My Comment: Iran wants to blunt the pressure that it will receive from the P5 in tomorrow's Baghdad meeting on their nuclear program. That as far as Iran is concern .... they are showing good faith by permitting the IAEA to investigate "some aspects" of their nuclear program, and as a result deserve some "leeway" from critics of their nuke program.

What is my take .... I have seen this dog and pony show from Iran on more than one occasion .... that pledges from iran are usually revoked by someone else. The Israelis are right to react warily .... if not with outright skepticism.

Talks between Iranian authorities and U.N. nuclear agency officials have started in Vienna, as a major U.S. newspaper reports that Iran has repeatedly violated maritime law in a bid to sidestep international sanctions imposed due to its controversial nuclear program.

International Atomic Energy Agency officials are expected to press Iran for access to the Parchin military site near Tehran during their two days of talks. Iran has not yet granted U.N. requests to visit the facility, where officials suspect Iran has built a container for explosives tests.

'Iran Is Not Telling Us Everything,' U.N. Atomic Agency Chief Says -- CNN

Vienna, Austria (CNN) -- Iran is not open about its nuclear program, but it should be, the head of the U.N. nuclear watchdog agency said Wednesday.

"Iran is not telling us everything. That is my impression. We are asking Iran to engage with us proactively, and Iran has a case to answer," said Yukiya Amano, the director general of the International Atomic Energy Agency.
