Official says Cairo has been made aware of the risks if it goes through with $2bn deal for more than 20 Su-35 planes.

Egypt's purchase of Russian fighter jets puts it at risk of US sanctions and endangers future acquisitions of United States-made equipment, a State Department official has said.

Cairo is aware of those risks, US Assistant Secretary for Political-Military Affairs R Clarke Cooper said at the Dubai Airshow on Monday.

On Friday, the Wall Street Journal (WSJ) reported that the warning had come in a letter sent last week from US Secretary of State Mike Pompeo and Secretary of Defense Mark Esper urging Egypt’s defence minister to cancel a deal to buy Russian Su-35 warplanes.

“Major new arms deals with Russia would - at a minimum - complicate future US defence transactions with and security assistance to Egypt,” the letter said.

Reuters: Egypt cancels Kushner meeting with minister after denial of aid

CAIRO (Reuters) - Egypt called off a scheduled meeting between its foreign minister and top U.S. presidential adviser Jared Kushner on Wednesday after the United States decided to withhold millions of dollars in aid.

But President Abdel Fattah al-Sisi would meet the U.S. delegation led by Kushner later in the day as scheduled, Sisi's office said.

Two U.S. sources familiar with the matter told Reuters on Tuesday that Washington had decided to deny Egypt $95.7 million in aid and to delay a further $195 million because of its failure to make progress on respecting human rights and democratic norms.

"Egypt sees this measure as reflecting poor judgment of the strategic relationship that ties the two countries over long decades and as adopting a view that lacks an accurate understanding of the importance of supporting Egypt's stability," the foreign ministry said in a statement.

ABC News: Trump says US is 'great friend and ally' to controversial Egyptian President el-Sissi in White House meeting

President Donald Trump welcomed Egyptian President Abdel-Fattah el-Sissi to the White House today to discuss economic and security matters. This meeting was el-Sissi's first official state visit since he took power through a military coup in 2013.

In a press conference this afternoon, Trump said he looks "forward to a very long and strong relationship" with the Egyptian president as they work to defeat together ISIS in the Middle East. Later this afternoon, he told reporters “we’ve made great progress today with Egypt, really great progress.”

"I just want to say to you, Mr. President, you have a great friend and ally in the United States," Trump said.

New York Times: General Says U.S. Wants to Resume Major Military Exercise With Egypt

CAIRO — The top commander of American military operations in the Middle East said during a visit here on Sunday that the United States wanted to resume a major military exercise with Egypt that President Barack Obama had canceled in 2013 to protest the killings of hundreds of civilian protesters.

“It is my goal to get that exercise back on track and try to re-establish that as another key part of our military relationship,” Gen. Joseph L. Votel, the head of the United States Central Command, told an Egyptian television interviewer.

General Votel’s comments were made shortly after he met with President Abdel Fattah al-Sisi and top Egyptian military and Defense Ministry officials. It also comes amid a general warming of relations between Mr. Sisi and President Trump, who has hailed the Egyptian president as a “fantastic guy.”

President Trump spoke by phone Monday morning with Egyptian President Abdel Fattah al-Sisi, according to the White House.

The phone call is among Trump’s first to a foreign leader as president.

It comes after a weekend conversation with Israeli Prime Minister Benjamin Netanyahu.

The talks come as Trump is considering whether to move the U.S. Embassy in Israel from Tel Aviv to Jerusalem.

Such a move would please several American Jewish groups, but it could provoke Egypt and other Arab allies of the U.S.

Egypt’s President Abdel-Fattah el-Sisi met Sunday with the US director of the Central Intelligence Agency (CIA) John Brennan in Cairo, discussing topics of interest including combating extremism.

El-Sisi and Brennan praised the strategic and military relationships between Egypt and the US, expressing their hopes that this relationship be expanded into other aspects as well, state news agency MENA reported.

Brennan affirmed Egypt’s regional and international role, expressing the US’s interest in knowing Egypt’s views regarding current regional affairs and ways to settle Middle East crises.

During the meeting, el-Sisi underlined that Egypt’s army is exerting all its efforts to combat militants in North Sinai.

New York Times: Obama Removes Weapons Freeze Against Egypt

WASHINGTON — Seeking to repair relations with a longtime ally at a time of spreading war in the Middle East, President Obama on Tuesday lifted an arms freeze against Egypt that he had first imposed after the military overthrow of the country’s democratically elected government nearly two years ago.

Mr. Obama cleared the way for the delivery of F-16 aircraft, Harpoon missiles and M1A1 Abrams tanks, weapons prized by Egyptian leaders, who have smoldered at the suspension. In a telephone call, Mr. Obama assured President Abdel Fattah el-Sisi of Egypt that he would support the full $1.3 billion in annual military assistance the Cairo government traditionally receives, even as others seek to cut it, the White House said.

JERUSALEM—Warning of Egypt’s possible collapse under economic pressures and the threat of rampant terror, Egyptian President Abdel-Fattah al-Sisi called on the United States over the weekend to resume military aid that has been partially frozen because of the political coup that brought Sisi to power and because of alleged human rights violations.

Terming Egypt, with its population of 90 million, “the bedrock of stability in the area,” Sisi told television interviewer Charlie Rose that if Egypt is destabilized it would have an impact on neighboring Israel and on Europe as well.

Two longtime allies are attacking ISIS—and growing frustrated with one another. That’s good news for the so-called Islamic State.

The Obama administration was given multiple chances Wednesday to endorse a longtime ally’s airstrikes on America’s biggest enemy at the moment, the so-called Islamic State. Over and over again, Obama’s aides declined to back Egypt’s military operation against ISIS. It’s another sign of the growing strain between the United States and Egypt, once one of its closest friends in the Middle East.

This shouldn’t be a complete surprise; Cairo, after all, didn’t tell Washington about its strikes on the ISIS hotbed of Derna, Libya. Still, Wednesday's disconnect was jarring. White House Press Secretary Josh Earnest passed on a reporter’s question about an endorsement of Egypt’s growing campaign against ISIS. So did State Department spokeswoman Jen Psaki.

“We are neither condemning nor condoning” the Egyptian strikes, is all one U.S. official would tell The Daily Beast.

Egypt received 10 Apache helicopters from the US in the past week, security sources said on Saturday, in a sign of easing tensions between the longtime allies confronting Islamist extremism across north Africa and the Middle East.

The US announced in April that it had decided to lift its hold on the delivery of the attack helicopters. The hold was imposed last year, after the military toppled elected president Mohamed Morsi and cracked down hard on his Muslim Brotherhood supporters.

The Pentagon said in September that the US would deliver the helicopters, built by Boeing, to support Cairo’s counter-terrorism efforts.

Egypt's military-dominated government has delivered a humiliating, public slap in the face to John Kerry, the US secretary of state, by sentencing three al-Jazeera journalists to long prison terms only hours after Kerry personally expressed his deep concern about the case in high-level meetings in Cairo. The snub represents a disastrous beginning to Kerry's already fraught Middle East tour, which took him to Baghdad on Monday for crisis talks about the Islamist extremist uprising.

Not surprising .... John Kerry's phone call voicing his displeasure followed a few hours later .... with the Egyptian government essentially not paying attention to it.

Egypt’s de facto ruler urged President Obama to restore the military aid suspended last year after Egypt’s armed forces ousted the country’s president and warned that America’s unwillingness to combat Islamic extremists in strife–ridden Arab states was endangering the U.S. and its European and Arab allies.

Abdel Fattah al-Sisi, the military commander behind the ouster of ex-President Mohamed Morsi, and who holds the title of field marshal, is widely expected to win the country’s presidential elections scheduled for late May. He said that U.S. military aid was badly needed to help Egypt combat Islamist terrorism in the Sinai peninsula and jihadi training camps in Libya near Egypt’s border. Obama administration rejects urgent appeal from Egypt to deliver Apache attack helicopters

The Obama administration has turned down an urgent appeal from Egypt’s government for the delivery of U.S. Apache attack helicopters needed for counterterrorism operations in the Sinai Peninsula.

U.S. officials and a Western diplomat said the 10 AH-64 attack helicopters had been blocked from delivery in October in response to the administration’s opposition to the military ouster of Muslim Brotherhood President Mohammad Morsi last year.

The U.S. Embassy in Cairo within the past several weeks relayed the Egyptian government’s appeal to send the new Apaches in a cable to the State Department.

According to U.S. officials, the Egyptians said the attack helicopters were urgently needed for Cairo’s fight in the Sinai against a new al Qaeda-linked terrorist group called Ansar Bait al-Maqdis, or Ansar Jerusalem.

The current state of relations between Egyptian and U.S. authorities has sunk to such lows that the entire Middle East region could suffer, Egyptian Foreign Minister Nabil Fahmy said Wednesday.

“We are now in a delicate state reflecting the turmoil in the relationship and anyone who says otherwise is not speaking honestly,” Mr. Fahmy said in published statements picked up in Ynet News.

The “turmoil” has been brewing for a while, he said, but rifts have deepened in recent days, most notably after the United States announced a decrease in military and economic aid. At the same time, Washington politicos say they don’t want to cut ties with Egypt.

The US is suspending a large part of the $1.3bn (£810m) in aid it gives to Egypt's military.

The delivery of large-scale military systems as well as cash assistance to the Egyptian government would be withheld, said the state department.

It said "credible progress" must be made towards free and fair elections.

A review was launched in August after a crackdown by the authorities on supporters of ousted President Mohammed Morsi left hundreds of people dead.

"We will continue to hold the delivery of certain large-scale military systems and cash assistance to the government pending credible progress toward an inclusive, democratically elected civilian government through free and fair elections," state department spokeswoman Jen Psaki said.

WASHINGTON — The Obama administration is planning to suspend a substantial portion of American military aid to Egypt, several administration officials said Tuesday, after last summer’s deadly crackdown on the Muslim Brotherhood and the recent surge in violence there.

The decision, which is expected to be announced in the coming days, will hold up the delivery of several types of military hardware to the Egyptian military, these officials said, including tanks, helicopters and fighter jets. But it will not affect aid for counterterrorism operations or for border security issues involving the Sinai Peninsula and Gaza.
