This Former CIA Targeting Officer Talks On How The U.S. 'Hunts' Terrorists

The CIA seal is displayed in the lobby of CIA headquarters in Langley, Va. (File Photo)

CBS: Former CIA targeting officer talks about post-9/11 hunt for terrorists

In the tumultuous months following the 9/11 attacks, as scores of U.S. intelligence analysts and operations officers were enlisted in determining whether there was any connection between Iraq and al-Qaeda, former CIA analyst and targeting officer Nada Bakos recalled the mounting pressure for answers that came from certain corners of the George W. Bush administration.

"[T]he issue of whether or not Iraq was connected to Al Qaeda, the implication -- from some members of the White House, and some members of [the Department of Defense] -- is that there was some kind of connection," Bakos said.

But she continued, "The ultimate conclusion was that there was not a link, to put it plainly. We couldn't find substantial evidence that Saddam had ever really worked with al-Qaeda. And there was no link between Iraq and 9/11."

2017 Was A Record Year For U.S. Counterterrorism Strikes In Yemen And Somalia

Long War Journal: 2017: A record year for US counter-terrorism strikes

The United States launched a record number of airstrikes in Yemen and Somalia in 2017, and more importantly has reinitiated the targeting of terrorists in Pakistan and Libya. The pattern of operations in 2017 in what the Obama administration used to call areas “outside of active hostilities” (or active war zones such as Afghanistan, Iraq, and Syria) indicated that the US will continue the reinvigorated air campaign in these theaters in the coming years.

The increased targeting of jihadists in Pakistan, Yemen, Somalia, and Libya provides proof that the Obama administration strategy to defeat terrorist groups in these countries with airpower and limited support to local governments has failed. The US has targeted Shabaab in Yemen since 2007 and Al Qaeda in the Arabian Peninsula since 2009, yet both of these al Qaeda branches maintain a robust insurgency and continue to control territory to this day.

WNU Editor:  It may have been a record year .... but the wars and terror threats continue to intensify from these regions. The above post from a Long War Journal is a long read, but the usual good stuff from the authors.

Social Media Giants In UK Told To Help Fight Extremism Or Face Massive Tax Increases

Reuters: UK may use taxes to get tech giants to do more to fight extremism, minister says

LONDON (Reuters) - Britain may impose new taxes on tech giants like Google and Facebook unless they do more to combat online extremism by taking down material aimed at radicalizing people or helping them to prepare attacks, the country’s security minister said.

Ben Wallace accused tech firms of being happy to sell people’s data but not to give it to the government which was being forced to spend vast sums on de-radicalization programs, surveillance and other counter-terrorism measures.

“If they continue to be less than co-operative, we should look at things like tax as a way of incentivizing them or compensating for their inaction,” Wallace told the Sunday Times newspaper in an interview.

Washington Times: Trump signs legislation greenlighting War on Terrorism memorial for National Mall

President Trump has signed a bill authorizing the construction of a new memorial on the National Mall commemorating U.S. service members who fought in the international war against terrorism.

Mr. Trump announced his signing of the Global War on Terrorism War Memorial Act through his official Twitter account Friday evening, paving the way for the monument’s sponsors to ramp-up work on erecting one of the nation’s capital’s newest memorials.

The Global War on Terrorism, also known as the GWOT and the War on Terror, refers to the international military campaign initiated by President George W. Bush in reaction to the Sept. 11, 2001 terrorist attacks, including ongoing operations against targets including the Taliban, Al Qaeda and Islamic State.

Here Are The 43 Worldwide Terrorist Groups That Have Pledged Allegiance To The Islamic State

Lawrence Person's BattleSwarm Blog: Islamic State Affiliated Groups And Their Current Status

According to this Intel Center list, there are currently 43 worldwide terrorist groups which have pledged allegiance to Abu Bakr al-Baghdadi and the Islamic State. I started wondering how many of those were active, how many weren’t covered by that list, and what was the most recent documented activity of each. Hence this list.

I started with the Intel Center list, found the most recent activity (if any) for the group listed, added a few groups I knew they were missing, and alphabetized the whole thing (it was originally group by country). I don’t speak Arabic, so this list is not alphabetized the way an Arab scholar might alphabetize it. I’ve given alternate names and spellings where known, but this information is almost certainly not complete. I’ve tried to distinguish between similarly named groups, but it’s still entirely possibly I’ve gotten something wrong. Terrorist groups form, splinter and die-off all the time.

Islamic Militants Continue To Wage Economic Warfare Against The West

Daveed Gartenstein-Ross, Daily Beast: Operation Hemorrhage: The Terror Plans to Wreck the West’s Economy

The Western economy is a key underlying target in attacks like the one that the Islamic State perpetrated in Brussels.

Every European who flies frequently knows the airport in Zaventem, has spent time in the ticketing area that was strewn with blood, limbs, broken glass, battered luggage and other wreckage.

It was another attack on aviation that pulled the United States into the conflict sometimes known as the “global war on terror” in the first place. Since then, airports and airplanes have remained a constant target for Islamic militants, with travelers being encumbered by new batches of security measures after each new attack or attempt.

After the ex-con Richard Reid managed to sneak a bomb aboard a transatlantic flight in December 2001, but failed to detonate the explosives, American passengers were forced to start removing their shoes on their way through security. After British authorities foiled a 2006 plot in which terrorists planned to bring liquid explosives hidden in sport drink bottles aboard multiple transatlantic flights, authorities strictly limited the quantity of liquids passengers were allowed to carry. When Umar Farouk Abdulmutallab snuck explosives hidden in his underwear onto a flight on Christmas Day 2009, he ushered in full-body scans and intrusive pat-downs.

Saudi Arabia Forms 34 Nation Islamic Alliance To Fight Terrorism

VOA: Saudi Arabia Announces 34-Nation Islamic Alliance Against Terrorism

Saudi Arabia announced Tuesday what it called a new Islamic military alliance made up of 34 countries to fight terrorism.

The state-run Saudi Press Agency published a statement saying the initiative will include an operations center in Riyadh to coordinate military operations.

The statement said terrorism is a "serious violation of human dignity and rights, especially the right to life and the right to security," and that "acts of corruption and terrorism cannot be justified in any way."

WNU Editor: These are the 34 nations that have joined this alliance .... Saudi Arabia, Bahrain, Bangladesh, Benin, Chad, Comoros, Djibouti, Egypt, Gabon, Guinea, Ivory Coast, Jordan, Kuwait, Lebanon, Libya, Malaysia, Maldives, Mali, Morocco, Mauritania, Niger, Nigeria, Pakistan, the Palestinians, Qatar, Senegal, Sierra Leone, Somalia, Sudan, Togo, Tunisia, Turkey, United Arab Emirates and Yemen.

Update: Interestingly (but not surprising) .... Syria, Iraq, and Iran are not in this coalition.

Major Islamic State Terror Cell Broken In Spain And Morocco

Wall Street Journal: 14 People Arrested in Spain and Morocco Over Islamic State Links

Authorities swoop on network suspected of recruiting and sending fighters to Islamic State in Syria and Iraq.

MADRID—Spain and Morocco arrested 14 people suspected of forming part of a network to recruit and send fighters to Islamic State in Syria and Iraq, Spain’s Interior Ministry said Tuesday.

The operation, carried out Tuesday morning, comes as Europe remains on high alert after passengers on a Paris-bound train tackled and disarmed a man with guns and a box cutter on Friday, halting what authorities say could have been a deadly terrorist attack.

The attacker, Ayoub El-Khazzani, a 26-year-old Moroccan, had lived in Spain for seven years until 2014, and Spanish authorities had identified him as a potential security risk.

Spain’s Interior Ministry said that Spanish and Moroccan police arrested the 14 people in San Martin de la Vega, about 30 kilometers south of Madrid, and several cities in Morocco, including Fez and Casablanca.

WNU editor: Expect more arrests in the future .... At least 800 Islamist extremists are ready to launch attacks in Europe after returning from Iraq and Syria, intelligence services warn (Daily Mail).

President Obama: 'We Are Not At War With Islam'

ABC News: President Obama Says ISIS 'Not Religious Leaders, They are Terrorists'

President Obama rejected the notion today that groups like ISIS are operating from a religious foundation -- but labeled them simply as terrorists, adding that the United States is at war with those who have “perverted Islam.”

“Al Qaeda and ISIL and groups like it are desperate for legitimacy. They try to portray themselves as religious leaders, holy warriors in defense of Islam,” Obama said at the White House. “We must never accept the premise that they put forth because it is a lie. Nor should we grant these terrorists the religious legitimacy that they seek. They are not religious leaders. They are terrorists.”

U.S. Using Proxies In It's War Against Terrorism

U.S. Strategy to Fight Terrorism Increasingly Uses Proxies -- New York Times

WASHINGTON — During the height of the wars in Iraq and Afghanistan, the United States military often carried out dozens of daily operations against Al Qaeda and other extremist targets with heavily armed commandos and helicopter gunships.

But even before President Obama’s speech on Wednesday sought to underscore a shift in counterterrorism strategy — away from the Qaeda strongholds in and near those countries — American forces had changed their tactics in combating Al Qaeda and its affiliates, relying more on allied or indigenous troops with a limited American combat role.

Navy SEAL or Army Delta Force commandos will still carry out raids against the most prized targets, such as the seizure last fall of a Libyan militant wanted in the 1998 bombings of two United States Embassies in East Africa. But more often than not, the Pentagon is providing intelligence and logistics assistance to proxies, including African troops and French commandos fighting Islamist extremists in Somalia and Mali. And it is increasingly training foreign troops — from Niger to Yemen to Afghanistan — to battle insurgents on their own territory so that American armies will not have to.

White House Seeking Authority To Pursue Extremist Groups In Africa And Elsewhere

Terror Fight Shifts to Africa -- Wall Street Journal

U.S. Considers Seeking Congressional Backing for Operations Against Extremists.

WASHINGTON—Military counterterrorism officials are seeking more capability to pursue extremist groups in Africa and elsewhere that they believe threaten the U.S., and the Obama administration is considering asking Congress to approve expanded authority to do it.

The move, according to administration and congressional officials, would be aimed at allowing U.S. military operations in Mali, Nigeria, Libya and possibly other countries where militants have loose or nonexistent ties to al Qaeda's Pakistan headquarters. Depending on the request, congressional authorization could cover the use of armed drones and special operations teams across a region larger than Iraq and Afghanistan combined, the officials said.

My Comment: Wow .... so the Obama administration now wants the authority to start and pursue unlimited war across numerous countries. But what strikes me is that there is no public debate. No public discussion. Pundits are all quiet. No protests. Little if any media attention. No disclosure.

The Global Terrorism Index Has Released It's 10 Year Study On Global Terrorism

Has The War On Terror Failed? Number Of Terrorist Attacks QUADRUPLE In Decade After 9/11 -- Daily Mail

* More terrorist attacks have been recorded but the number of fatalities has fallen 25 per cent since 2007
* Western Europeans were 19 times more likely to die in a terrorist attack than North Americans in the past ten years
* Only 31 of 158 countries ranked have not experienced a terrorist attack since 2001
* In 2011, terrorism had the most impact on Iraq, according to the new Global Terrorist Index

The number of terrorist attacks each year has more than quadrupled in the decade since 9/11, according to a study launched today.

The Global Terrorist Index showed that in 2002 there were 982 separate attacks. By 2011 that had risen to 4,564.

Researchers suggest the U.S. military interventions pursued as part of the West's anti-al Qaeda 'war on terror' may have made terrorism worse.

It also said it was impossible to prove whether the policy made the U.S homeland safer.

Inside Obama’s War On Terrorism

President Barack Obama with John Brennan, his counterterrorism adviser, in the Oval Office in May. Pete Souza/The White House

From The New York Times:

The evening before he was sworn into office, Barack Obama stepped out of Blair House, the government residence where he was staying across from the White House, and climbed into an armored limousine for the ride to a bipartisan dinner. Joining him in the back seat were John Brennan, his new counterterrorism adviser, and two foreign-policy advisers, Denis McDonough and Mark Lippert. The three men with the president-elect were out of breath, having rushed more than a mile from transition headquarters on foot after failing to find a taxi in Washington’s preinaugural madness. As the motorcade moved out, they updated Obama on gathering evidence of a major terrorist plot to attack his inauguration. After a weekend of round-the-clock analysis, the nation’s intelligence agencies were concerned that the threat was real, the men told him. A group of Somali extremists was reported to be coming across the border from Canada to detonate explosives as the new president took the oath of office. With more than a million onlookers viewing the ceremony from the National Mall and hundreds of millions more watching on television around the world, what could be a more devastating target?

Defense Department Sustains Focus On 'War Of Ideas' in Anti-Terrorism Efforts

From The Washington Post:

The Defense Department, with more money and personnel than the State Department, continues to plan for sophisticated information operations in the war on terrorism that in the past were the purview of diplomats and even the CIA.

Central to the Pentagon efforts is the U.S. Special Operations Command. As Michael G. Vickers, assistant secretary of defense for special operations, low-intensity conflict and interdependent capabilities, said last month: "On any given day that we wake up, our Special Operations forces are in some 60 countries around the world. I think through this decade and into the next one, [they] have been and will remain a decisive strategic instrument."
